Question about Grooming

I groom about 15 camels and am especially interested in finding an effective product that will remove urine-stained and matted hair from the back of a camel's legs. The female dromedaries are the ones who have this problem because they are the ones who frequently urinate down the backs of their legs. The legs are badly stained, and it's extremely difficult to remove this dirty, matted, and urine-dried hair. I believe a soapless product would be best because it wouldn't attract further residue? Maybe a good enzymatic cleaner?

I sure hope someone has encountered this and knows of a sure-fire product.
